Billy R. Senter

Executive Vice President

Billy Senter began his Washington, DC career directly out of the University of Texas at Arlington in 1995. Mr. Senter is the lead coordinator for a number of KSCW clients on issues including tax, retirement benefits, agriculture, and energy policy.

In addition to his direct lobbying activities with members on both sides of the aisle, he has undertaken the task of working with clients to build coalitions and reach legislative goals in issues such as telecommunications, energy restructuring, and health care. He has been instrumental in the recruitment and education of agricultural organizations in an effort to increase their involvement in highly technical issues affecting rural America, and has also helped to coordinate grassroots efforts among coalition members. Mr. Senter also specializes in appropriations, intellectual property, transportation, telecommunications, academia and high tech clients.

Before graduating, Mr. Senter was a lead agriculture inspector for the Texas Department of Agriculture with duties including regulated business and industry compliance with various state and federal regulations. Mr. Senter also acted as a liaison between regulated businesses and state government to market their products through programs designed by the Department to promote Texas goods and services both domestically and internationally.
